President Ruto Second National Assembly speech and the expectations

H.E. Dr. William Samoei Ruto outlined his legislative agenda to MPs in a Joint Sitting of the National Assembly and the Senate on September 29, 2022, which also served as the official inauguration of the 13th Parliament.This was the first official speech from the President after the newly elected legislators, then, were sworn and met on 8th the same month elected their respective House Speakers.

The President is required by Article 132 of the Constitution to report to the National Assembly on actions done and advancements made toward the realization of the national values outlined in the Article in his speech to the people.

On 16th November 2023 ,the President therefore is expected to address the Special sitting though he may address at any time within the year and also expected to present a report to the National Assembly for debate on the Republic’s progress in fulfilling its international duties.

President Ruto is expected to address issues on the ongoing heavy rains all over the country and if there are measure made to counter some of the hazards that comes as a result of heavy rains which has already been watnessed in some part of the country which includes damage to buildings and infrastructure, and loss of crops and livestock. landslides, which can threaten human life, disrupt transport and communications.

Secondly present Ruto is expected to talk about the exponential rise of cost of living. He is expected to talk of the measurements he is making to ensure life becomes a little bit affordable.

Also, the President is expected to talk about the taxation rate and how it should be carried out.
